Summary or Abstract: This paper provides a comprehensive review of organizational strategies, resources and opportunities that promise to have the greatest impact on improving student learning and closing the achievement gap. While the focus is on organizational and operational characteristics of schools and classrooms, the authors caution that, at best, policy makers can only expect school policy and practice adjustments to be a partial solution.
