Summary or Abstract: This report about the shortage and retention of teachers in California was prepared by the California State University Center for Teacher Quality with additional support and guidance from CDE—Special Education Division, the Center for the Future of Teaching and Learning, and WestEd. Teachers identified the teaching and learning environment (i.e., inadequate system supports, bureaucratic impediments, and lack of collegial supports) as the top reason for leaving the profession. The report includes chapters discussing the concerns of special education teachers, the issues of compensation, and six specific policy recommendations. The report also includes a policy update/epilogue identifying relevant legislation signed into law during the end of the 2005-2006 legislative session.
