Summary or Abstract: This article by Pedro Noguera argues that closing the achievement gap begins with attitudes and beliefs. Noguera contends that our failures in education to address the achievement gap are not due to a lack of resources or technical capacity but rather to the fact that we simply do not value certain children enough. Noguera finds that to argue that the achievement gap is a result of culture or individual effort ignores the ways in which the structure and organization of schools influence patterns of success and failure.
